They ended up having a democracy in Athens and an assembly voted on laws suggested by the 50 people in the council of elders.
The Senate was not part of Greek Culture. It was Roman. Athens had an Assembly made up of all its voting citizens. Sparta had two kings supported by a military junta called an oligarchy.

Sparta had a limited democracy where its citizens voted in assembly on matters put before them by the council. Athens had a radical democracy where the citizens in assembly raised, discussed and voted on matters and the council implemented it. Athens could afford this as it was living on the proceeds of its empire. When it lost its empire, it also scaled back its democracy, as the people had been misled by politicians into wars, and without the empire to pay, it could not afford the extravagences used to keep the citizens in the style they wanted to award themselves.
After a period of radical democracy, where citizens went to the assembly each fortnight to vote on laws and running of the city-state, the citizens tired of this, so the state slaves were given ropes covered with chalk and sent through the streets, market and perfume shops to herd the male citizens to the fortnightly assembly, in the hope that they would not want to have the stigma of marks on their clothes if they didn't comply.
The government in ancient Athens was an example of democracy. The Athenian government was the first democratic form of government recorded.
