Commonly, the "president of the municipal council" is the "head" of the legislative branch at the local level. Although there is generally a leader of the municipal council, such leader is not the same as the head of the executive branch such as a mayor. Usually, the "head" of the local council simply acts as a type of chairman of the board. The person is in charge of the orderly conduct of the meeting but usually has no extra vote or voting powers over and above other members of the council.
