In a federal system, like the US, we have laws that affect all the country- they are called 'Federal Laws'; and we have laws that affect only a specific state- they are called state laws.

Example: State law: Gay marriage is recognized in Washington, New York, Iowa, etc. but not Texas, Alaska, Alabama. etc. This means that a marriage certificate with same sex partners on it is not recognised in those states where gay marriage is not recognised.

Federal Law: because gay marriage is not recognised by the Government of the United States, a certificate of marriage with same sex partners on it, issued by a US state or Another Country, is not recognised by the US government. So, things like government benefits for married couples or marriage immigrations can't be done using these certificates.
