It's probably not quite as simple as this but the Dictator dictates & everyone else does what they are instructed to do. Benevolent Dictatorship has much to offer as a means of government, providing the benevolence is measurable to the populace. Having said that Dictators as a whole seem to have been very unbeneviolent in history, so I am not expecting a clamour of agreement !
