Dianne Croteau and her partner Richard Brault invented theActar 911. I can only speculate that they believed a low cost alternative mannequin was needed to allow more people to have their own mannequin during training. The cost of the Actar 911 is only 1/10 the cost of a regular mannequin (a person could by 10 Actars to 1 Laerdal mannequin).
The band, AktarAktar, was named after the resuscitation dummy that you use when training to do CPR! It says ACTAR (slightly different spelling) on the dummy. When you practice CPR you are supposed to call to the "victim". That's where Jake Swearson, singer and songwriter for the band, got the name!

No, you cannot get your CPR training just by taking classes online. You have to be able to show someone that you can perform the duty on a dummy before you get certified.
