It's part of the Atlantic Ocean, and separates England from mainland Europe. As it is a stretch of Ocean or a Sea, depending on your beliefs, it could be God, the melting of glaciers at the end of the last ice age or, ultimately, the Big Bang itself.
Whichever way you look at it, nobody actually "built" it.
