After all, the Japanese attacked America, and not the other way around. In later years, however, many have begun to question the conventional wisdom of "Truman was saving lives," putting forth theories of their own. However, when one examines the issue with great attention to the results of the atomic bombings and compares these results with possible alternatives to using said bombs, the line between truth and fiction begins to clear. Truman's decision to use the atomic bomb on Japan was for the purpose of saving lives and ending the war quickly in order to prevent a disastrous land invasion.

Nobody specific. The orders written by a committee in May 1945 were to "use the bombs as they become available" and it required no further authorization, approval, or orders from anyone. The second bomb was used as soon as it was available just like the first bomb.

A third bomb had already been completed by Los Alamos and had Truman not canceled the orders to bomb Japan when they agreed to surrender it too would have been used in late August as soon as it became available, just like the first 2 bombs.

The Manhattan project had plans and the facilities to manufacture 20 more atomic bombs before the end of 1945 and they too would have been use as soon as they became available, had the war not ended. No action or orders by anyone would have been needed, the Army Air Forces would have simply following the existing orders from May 1945.
