The U.S. Congress, comprised of the House of Representatives and the Senate, passes bills into law. The President recommends or vetoes laws, and the Supreme Court interprets laws.

  • Only Congress can declare martial law. Federal executive orders are not constitutional as they are executive, not legislative.

  • Determines how Congress meant the law to apply to disputes
  • Determines how a law acts to determine the disposition of prisoners
  • Determines how a law acts to compel testimony and the production of evidence
  • Polices its own members
  • Is never immune to arbitrary dismissal by Congress through impeachment proceedings

When a bill is introduced in a legislature, it is referred to a committee of that house, where the members of that committee and of sub-committees working under it will consider the bill and what action to take on it.
