Family.

People in need of mental health care frequently don't have jobs for obvious reasons. Therefore it is family, if they have a family that can and will help, that goes into tremendous dept to help those with mental health issues. I'm a single mother and my 401K and savings are gone, but my daughter is alive and doing well. She has always had and will continue to have mental health issues, but she cannot hold a job that provides medical insurance. She is in that middle area where it seems hardly any help at all is available.

Also, the legal system. If somebody has mental health issues, most notably drug abuse, and gets in trouble with the law, there are often state programs to help these people, and some of these programs are very good. The state of Utah invests much effort into rehabilitating drug offenders.
