The process is complex, but the simplest view is that each of the various political parties in Iran submits a list of candidates to the Supreme Council of Ayatollahs who review and interview the candidates on the lists. They determine whether or not they find the candidate acceptable (i.e. whether or not they like his politics) and then the candidate can run for office. There is ostensibly a free and open voting system, but most Iranians know that the system is rife with fraud and corruption.
