The Declaration of Independence was adopted on July 4, 1776. This was after 12 colonies voted in favor of the motion for independence which was proposed by Richard Henry Lee.
On June 7, 1776 Richard Henry Lee, of Virginia's delegates to Congress, proposed independence, paving the way for the Declaration of Independence.
The man who officially proposed the Declaration, or at least proposed that the United States should break off from England entirely, was Richard Henry Lee of Virginia. This was seconded by John Adams, who was a fierce advocate for separation.
That is a line from the Declaration of Independence. That line was added to the Declaration of Independence, having been originally spoken by Richard Henry Lee.
