The Panama Canal does not surround Panama, rather, it bisects Panama. It travels from the Atlantic Ocean on the east side of Panama to the Pacific Ocean on the west side of Panama, passing through the middle of the country, so approximately half of Panama is north of the canal and half is south of the canal.
He is most responsible for beginning the canal's construction. His company (The New Panama Canal Company) began construction in 1878. Construction was halted though because of problems with engineering and disease. The canal was eventually sold to the US for $40 million. He is also responsible for the Suez Canal, by the way.
