Nobody did. A legacy called the Directory was installed and they tried to reign, but failed. Only in 1799 when Napoleon Bonaparte came to power (and ended the revolution) the country slowly got out of the chaos and the revolution was over.

King Louis XVI was beheaded. During the French Revolution the king tried to escape but he was caught and thrown into jail and later during the revolution the king was brought forward for trial and was found guilty of treason due to the documents they found in his room and he was sentenced to death by guillotine.

Louis xvi ran away, because there was the revolution in the third estate, who are the peasantry. They had to pay all the taxes and rents for the other two estates and the king. Thus, they had grudge against the king. However at the end, the king couldn't contro the riots, so he ran away. But, he caught in Varennes.

Napoleon was an emperor and was a stronger (which does not immediately mean better) ruler then Louis XVI overall, although he made poor choices. Louis was very indecisive and did not have a clue on how to do a thing corresponding on how to rule a country. Napoleon on the other hand knew what he needed to do to succeed in most situations but made some bad decisions Louis ran from his duty whereas Napoleon fought for his right to lead France to greatness.
