Ask the company. "Executive" implies power, while "senior" implies seniority; I would think the EVP outranks the SVP in terms of authority within the company, but the SVP may have the benefit of seniority and/or tenure.

There are no set rules when it comes to which title is highest, it mostly depends on the structure of the corporation itself.
For example, in some companies the CEO is the absolute leader of the business, whereas in others the Director is the absolute leader.
In general, the executive vice president is higher ranking than the senior vice president as the Executive VP can make executive decisions, whereas the senior cannot. Both executive VP and senior VP are below the President.
The title of Senior Vice President is used in companies that have more than one Vice President. Otherwise the lone vice president will just be referred to as a vice president. In some corporations, the senior vice president does not gain any additional powers or authority but is instead given to vice presidents who serve for a long number of years. Whereas in other corporations the senior vice president is given extra power and extra authority. Again, it all depends on the corporation itself. The higher command ladders in business can be very messy.
