Congress did.

This was the provision of the Fugitive Slave Act, part of the Compromise of 1850. The North had to make a big gesture of appeasement to the South, to compensate for the admission of California as free soil.

They rather overdid it, and the general public strongly objected to being used as unpaid slave-catchers. 'Uncle Tom's Cabin' was written as a protest against it.
