It depends on what you mean by "Palestine". If you are referring to the former British Mandate of Palestine, then, yes, the Jewish State of Israel controls 78% of the territory as its state and is led by Prime Minister Benyamin Netanyahu, and the State of Palestine (a.k.a. the Palestinian Authority) has de jureauthority over the West Bank and Gaza Strip. The State of Palestine is currently ruled by President Mahmoud Abbas who is also called Abu Mazen. However, the Israeli Occupation of the West Bank and the Blockade of the Gaza Strip continues, which allows Israel to exert a high degree of influence on Palestinian internal and external affairs.
