There are 435 voting members of the US House representing the 50 US states. There are even more non voting representatives that represent US territories and Washington DC. Non voting representatives can only vote in committees.

The exact size of the House is set via bills passed jointly by the House and the Senate, so the "body" that sets the size is Congress (the House and Senate together). The current size of the House of Representatives is currently set by law at 435. It was set at this number by the Apportionment Act of 1911 (Public law 62-5). The bill was passed by the House and Senate on August 8, 1911. The way they are apportioned is a result of the Reapportionment act of 1929 (which made the limit of 435 from Public Law 62-5 permanent) and the Apportionment Act of 1941 which set the method of determining how may of the 435 each state received by using what is known as the Huntington-Hill method.
