IMO the person requesting the test should be the one to pay for it if it comes out they are related (the father for example) and if it comes out that they are notrelated (i.e. NOT the father after all) then the mother should be the one to pay.

In order to pay child support there would've been a DNA test taken to determine that you really are the father. If you can prove you are not the father with a new DNA test you can go to court and stop the child support. If the mother refuses to help with the DNA test you can get a court order for it.

If it's a court ordered DNA test, the court or other party may have to pay for it. If testing is just out of personal interest, there are several places (even thru the mail) that you can get a DNA test for less than $100.
