Probably these guys, if you're in the USA: http://www.ada.gov/ (there's a link to contact at the bottom of the page). Maybe also the ACLU?
Bad answers. No private party - like the two listed above - can do anything about ADA claims, and if you waste 180 days after the alleged discrimination before going to EEOC, you can never file a complaint.
If it is employment discrimination, complain internally before going to EEOC. If is is non-employment, contact the state human rights commission.
