Girl Scouts of America (GSA) was founded in 1910 in Des Moines, Iowa by Clara Lisetor-Lane. GSA's growth was limited by a lack of financial resources and social connections which led to its eventual demise. It never grew beyond a few troops.

Juliette Gordon Low organized the first American Girl Guide troop meeting in the US on March 12, 1912 in Savannah, Georgia and is recognized as the founder of Girl Scouts of the USA.

Internationally, there isn't an official "first" troop. Once Lord Baden-Powell started Boy Scouts, girls also wanted to be scouts so troops for girls were started in many places. Lord B-P decided that girls should have their own organization so he asked his sister, Agnes Baden-Powell, to start Girl Guides.

In the US, Daisy "Doots" Gordon, Juliette Gordon Low's niece, was the first official American Girl Guide, even though she was not even present at the initiation meeting. Another member of that first troop included Florence Crane, who did not turn 11 until March 12, so Juliette waited to hold the induction meeting on Florence's birthday so that she would be old enough! Page Anderson, the daughter of Juliette's cousin, was another member of the first patrol, and Page's mother was one of the first leaders. Due to Juliette's poor record keeping skills, there is no accurate list of the other girls who were inducted into American Girl Guides on the 12th of March, 1912.
