The Italian leadership, The Nazi Germans, The Soviet leadership who were afraid of Josef Stalin, The Japanese, and Spain. The Japanese allied with the fascist Axis nations. Spain remained neutral but they had a Dictatorship style government. They did do things for Germany but on the other hand they did favors for the escaping Jews and downed airmen of the Allied Forces too.
