The Northwest corner of Virginia tried for many years to separate from Virginia. But the rest of Virginia was unwilling to give it up. The Civil War gave West Virginia the chance to do what they wanted. And since West Virginia applied and voted to join the Union, Abraham Lincoln creating West Virginia as a state.
