This is a difficult question to answer. Lisbon is by far the largest city and as a result has the most money. However, this does not make it the wealthiest city per capita in Portugal. I imagine that one of the resort towns in the Algarve which have wealthy British expats is probably the wealthiest city per capita. For the "normal" Portuguese cities I would expect Porto to surpass Lisbon in per capita wealth.
