In 1961, the General Secretary of the Communist Party of the Soviet Union was extremely unhappy about all the East German doctors and engineers in East Berlin just strolling into West Berlin and never coming back. He called Walter Ulbricht, who was the East German dictator, in and told him to solve his problem - or else. The Soviet Ministry of Defense had 20 army divisions and an air army in East Germany so the "or else" was a significant threat.
Anyway, the head of the Central Committee's security section was Erich Honecker. He was ordered to build an impenetrable barrier, and decided to build a wall around West Berlin. After Ulbricht's passing, Honecker was named dictator.
