He might have if it was politically expedient. Roosevelt was a great president and wartime leader, but he was also extremely devious and scheming, and liked to pit people against one another. He was a politician. General MacArthur was Chief of Staff of the US Army when Roosevelt took office (this was the highest general, in command of the entire army) and he continued to serve as Chief of Staff under Roosevelt for more than two years. Ten years later, when told that Roosevelt was dead, MacArthur said "There was a man who never told the truth if a lie would suffice".

this exact same question is on my worksheet for the story of Eleanor Roosevelt. anyways, Eleanor wanted her husband not to give up and to keep aiming for his goals despite the fact that he had the disease. She mainly want Franklin to run for president because that's all what Franklin wanted before the disease. She encouraged him ( unlike his mother who told him to not run for president because of his illness) to run for president and he did. i do not know the answer to the other part of the question though. sorry
