AnswerEach of the occupying powers adminstered its own zone. There was no central government for Germany as a whole. Gradually, the Germans were allowed to hold local elections at various levels. In January 1947 the British and American zones merged for many purposes ('Bizonia') and formed the basis for the future Federal Republic of Germany. (The French zone was added to this in 1948).

Key steps included the election of legislatures in the various Western states and the drawing up of a new constitution. The Cold War speeded up many of these developments, and the Federal Republic of Germany (West Germany) and the German Democratic Republic (East Germany) were formed in 1949. Initially, the occupying powers still retained the right to intervene.

Adolf Hitler was in overall command of the German armed forces through OKW (Oberkommando der Wehrmacht), which means Supreme Command of the Armed Forces. Under this fell OKH (Oberkommando des Heeres -- Supreme Command of the Army), which was headed by the General Staff; OKM (Oberkommando der Marine -- Supreme Command of the Navy), which was headed, at the beginning of the war by Admiral Raeder and later by Admiral Doenitz; and OKL (Oberkommando der Luftwaffe -- Supreme Command of the Air Force), which was headed all through the war by Reichsmarschall Hermann Goering.

Allied Occupation: 1945-1949

After the Allies left, the Berlin Wall was constructed, and East and West Germany had separate rulers.

West Germany: Theodor Heuss
