AnswerEach of the occupying powers adminstered its own zone. There was no central government for Germany as a whole. Gradually, the Germans were allowed to hold local elections at various levels. In January 1947 the British and American zones merged for many purposes ('Bizonia') and formed the basis for the future Federal Republic of Germany. (The French zone was added to this in 1948).Key steps included the election of legislatures in the various Western states and the drawing up of a new constitution. The Cold War speeded up many of these developments, and the Federal Republic of Germany (West Germany) and the German Democratic Republic (East Germany) were formed in 1949. Initially, the occupying powers still retained the right to intervene.
