Total War is the destruction of the country's ability to carry on a war. It includes killing civilians and destroying the enemies cities and infrastructure. The north used it against the south during the American Civil War. Every country fighting in World War II resorted to total war to some degree.
Total war generally refers to a war fought against all members of a certain society. This means the attacking of all men, women, children, the sacking and burning of private property, fields, etc. This technique was used against the South during the American Civil War, where a 50 mile wide line was scoured into the earth where no forests stood, no fields grew, and no livestock roamed to prevent the South from utilizing any resources.
"Total War" is an act (to my understanding) that kills off the enemies arsenal and resources to stop the enemies from continuing to fight (rebel). Without the resources, the South would have no way to rebel against the Union anymore besides they were already low on resources. General Ulyssis S. Grant believed in total war and he ordered General William Tecumseh Sherman, also a believer in total war, to wage total war against the South. He set out in March 1864 from Tennessee to Georgia. Sherman reached Atlanta, South's main manufacturing and railroad center, on September and he burned the city.

Total war in the south implied destroying everything...scorched earth policy...digging up the farms, bending railroad ties around trees, leveling brick buildings, killing livestock, etc. Total war in Vietnam would've implied the use of atomic weapons...consequently, total war was NOT deployed during the Vietnam War...Vietnam was a limited war...fought limited to conventional NON-ATOMIC weapons.
