That's an easy answer; Japan. When it comes to the consumption and use of nuclear power based electricity, no one uses more than Japan. It has a lot of Japanese sociologists and medical professionals extremely worried; only a very small minority of Japanese get cancer, but said minority, gets it owing to exposure to toxic waste. Additionally lack of funding regarding research as to how to dispose of it, have led to even worse relations with China; Japan dumps literally tons of polluted radioactive water drums into China, the way they get away with it is by bribing Beijing.

The way nuclear power works, is that you use enriched uranium, which I THINK is more stable than plutonium, and you create a uranium rod. See, nuclear plants use very small uranium and something else metal rods that are actually not much bigger than a broom stick. However I would not touch those things with your bare hands as, well, it would melt your skin off, and your flesh. Groups of those uranium rods are dipped in water, generating tremendous amounts of steam which is then used to spin a turbine which generates electricity. A nuclear power plant, its internal components are the same as those of a power plant that uses an electric dam; they have turbines with magnets in them, using Alternating Current, only what spins the turbines in a nuclear power plant is the steam generated from water intensely heated by uranium rods. Nuclear energy is in fact cleaner, at least air quality wise, than other forms of electricity generation. You burn coal, you deal with smog, you use dams, I think it severely screws up water flow in an area or something, plus believe it or not dams generate a lot of garbage.

The polluting element of nuclear power, is the fact that the water used to cool the uranium rods, can not be reused, it has to be pumped into barrels, or, with less ethical people, dumped somewhere. Before the early 1980's, nuclear power plant corporations simply dumped it, however new laws required them to place them in barrel containers. I think Japan generates untold barges of the stuff, from their sheer energy consumption, most of which gets recycled, the rest gets dumped into China. The Chinese ship out the barrels and bury them somewhere in the gobi desert, similar to how nuclear waste is generally buried in New Mexico here in the U.S. However China does not have to want to deal with it because, making things even worse for China is that they too also use nuclear power, only unlike Japan, Chinese nuclear energy is nowhere near as well regulated. Increasingly, Chinese energy consumption has led to the building of more nuclear reactors, and this has human rights groups deeply worried.

China is slowly being poisoned; before this century is over, its population may end up being halved in a very bad way.
