Actually the U.S. president's residence is usually referred to as the "White House", not the "white office". There is an office in The West Wing known as the Oval Office that is the president's actual working office as head of the U.S. Executive Department.

The White House was built in 1800 with George Washington's approval, and every president except for George Washington has lived in it. It has been known, popularly, as the White House since 1811, during James Madison's presidency, so it is likely he or the media coined the term. The term is now pretty much accepted as the official name of the residence.
