Here's a bit of history: After the success with the Spanish-American War, Roosevelt decided that the US needed a shortcut between the Atlantic and Pacific. So, he helped fund a revolution in Colombia which formed the new nation of Panama, so he could build a canal right in the middle of it.
Over 45,000 workers were used, but 5,000 died from malaria, accidents, yellow fever, or heatstroke. The overall project cost $352 million, and the US eventually paid Colombia an annual $250,000 fee and $10 million.
