When Jesus was born. The Roman Empire had conquered Eygpt. The Eygptians refered to the emperor as the pharaoh. As emperor Augustus was emperor of Rome when he was born. He will have also been the official pharaoh of Eygpt. They may have had a smaller unofficial pharaoh, however, the official pharaohs under the Roman occupation were the Roman emperors.

The only information we have about Moses is from The Bible, which is ambiguous as to when Moses was born. Based on the story of Exodus and the conquest of Canaan about 1400 BCE, Moses would have been born perhaps about 1520 BCE. However, it is generally accepted by Christians that the journey to Egypt would have taken place about 1870 BCE. According to Genesis, Moses' grandfather, Kohath, was alive when the Israelites travelled to Egypt and lived 133 years, while Moses' father, Amran, lived 137 years. This suggests that Moses was born between about 1855-1600 BCE. So we have to look for a pharaoh who ruled Egypt either during the period 1855 to 1600 BCE, or around 1520 BCE or a little earlier.

Unfortunately the actual dates that each pharaoh reigned are generally not known with certainty, and few historians would attempt to put a definite year to the reign of most of the pharaohs. With the possible biblical birth dates for Moses ranging over such a wide range, and with the uncertainty that exists about the reigns of most pharaohs, it is not possible to give just one, or even just ten possible names; the possibilities are quite large. The extensive Egyptian records that have survived do not assist in either identifying when Moses was born nor who the pharaoh of the time was, because not one of the biblical events surrounding Moses has been mentioned, even indirectly.
