If the blame for the Cold War must fall upon a single person, then that person would definitely be Stalin.

Winston Churchill was on the West's side of the Cold War. France, Britain, the US, the Free West was on the freedom side of this war. He was against the USSR and Stalin's communism.
During World War II, Stalin viewed Churchill as a valuable ally against Germany, but an opponent of Soviet expansion. After the war was over, Churchill was Stalin's most vocal enemy, openly speaking against Stalin's takeover of Eastern Europe.

You could argue that all of Europe is responsible for WWII because they ignored or underestimated the Nazi threat while there were things that could be done about it. Unfortunately, he was dismissed by his fellow parliamentarians as paranoid and hate-mongering. The question is about the Cold War, not World War 2.
