Lee's strategy for the campaign was to threaten Northern urban centers to try to force a negotiated peace. The battle itself began as a Battle of Encounter when the armies stumbled onto each other, but Lee's battle plan became restricted when his forces were unable to seize the high ground, and he was unable to gather intelligence due to his cavalry being out of position. Feeling that he could not withdraw in the face of the enemy, he was forced into a desperate frontal assault to try and break the Union line.
