Franklin D. Roosevelt was in office at the beginning of the War and served until his death on April 12, 1945.
Harry S Truman then took office and was in office when the war ended.
The war in Europe was winding down when FDR died and Truman became president. Germany surrendered on May 8, 1945. War in Asia continued under Truman and he made the decision to use the atomic bomb. Franklin Roosevelt and Harry Truman.

∙ 15y agoThe Fuhrer (the elected 'president' of Germany) at the time of World War II was Adolf Hitler. He reigned Germany until he committed suicide in April of 1945. He was then succeeded by Karl Donitz as president of Germany, until the signing of unconditional surrender of German in May 1945. Donitz was appointed as Hitler's successor. Due to the circumstances of the war, there could not be an election to elect a new president at that time.
