Ho Chi Minh
First of all, there were two Vietnamese peoples during the war. The North Vietnamese had a good leader, whilst the South Vietnamese may have had decent leader, the north had a better one; since the north won the war. Secondly, any nation could use a good leader. Unless that particular nation (country) is doing so well (economically, etc.) that it excels on it's own...in which case the leader is nothing but a "figure head" (a person who is leader of nation in title but has NO real authority).
I would say the North Vietnamese and their leader Ho CHi MInh. They defeated the French, the Americans and the South Vietnamese , conquered all of Vietnam and pretty well accomplished all their objectives. Of course, they paid a big price in loss of life and money.

After the Geneva Conventions in 1954 Vietnam was split into two, North Vietnam (communists) and South Vietnam (democrats). The leader of the North was Ho Chi Minh. The leader of the South was Prime Minister Ngo Dinh Diem, who was later elected president of South Vietnam; and overthrown by his own general in a coup d'tat in 1963. Nguyen Van Thieu took over, as leader of South Vietnam, for the remainder of the war.

North Vietnam was the communist area after the division. But more specifically the Vietminh, or Vietcong. Ho Chi Minh was the leader.
Ho Chi Minh was the Communist ruler in that period. He led the Vietminth in guerrilla warfare against the Japanese during WWII.
