The person in question (Ferdinand E. Marcos, who eventually became President in 1965) might not have been a "leader" at the time, but was nevertheless involved in the killing of a political opponent - his father's.

In 1935, Don Mariano Marcos was defeated by his political enemy, Julio Nalundasan in the local elections. Nalundasan was shot dead shortly after being declared the winner. Ferdinand Marcos, along with his father and two uncles, was arrested and charged with the murder of Julio Nalundasan in 1938.

My opponent Governor Thomason has raised taxes increased spending and lied to you the American people?

I am not sure what the options were for this question. But it is standard political rhetoric, in which a negative claim (he has raised taxes, increased spending) is made about one's opponent, and he is then accused of lying-- not just to the people of his state but to the entire country. Exaggerated assertions, which are made to try to paint one's opponent as dishonorable, are very common in political speech.
