I believe that it was HRH King Henry VIII, during his later years as King he became very unpredictable and would order a person to be tried for treason for the most minor incident. They say that this was due to a Jousting accident which probably left him a little brain damaged, this was also the reason that the King gained so much weight. At his death his waist was a massive 52 inches.
