Churchill was not a very good Prime Minister after the war. But Margaret Thatcher was. But since the first PM Walpole I would vote for William Gladstone as the best.

He oversaw the reconstruction of the economy and the founding of the National Health Service and Welfare State. David Lloyd George was Prime Minister during part of World War I and introduced the first forms of government welfare, pensions, job centres and unemployment benefits. He was the last Liberal Party member to be Prime Minister and the first person to use the title "Prime Minister" officially.
