The commander of the Confederate forces in Mississippi was General Joseph E. Johnston, supervising the commander of the Vicksburg garrison, General John C. Pemberton.
Newton's Station was part of the successful Grierson raid, a diversionary operation that kept Pemberton from noticing that Grant was trying to cross to the East bank of the Mississippi.
I don't think there were any Confederate Generals at Newton's Station. It was a rail depot, and Grierson's men destroyed it without much opposition. It was the largely-fictional John Wayne film that dramatised it, in order to provide a big battle scene in the story.

Union General Innis Newton Palmer graduated from West Point in 1846. He was ranked 38th among the graduating class of cadets that numbered 59. Palmer saw duty at the First Battle of Bull Run and during the Peninsula campaign. He was in the same class of George B. McClellan, under whom he served in the Peninsula campaign.
There was a war going on, so when the Germans bombed Newton Abbot they tried to bomb the train station. When they succeed that stopped Newton Abbot receiving weapons, clothes, ammonition, food and any other essential item.
In the American Civil War's Battle of Gettysburg, the key leaders at the top level for each side were the following: On the Union side, Major General George Meade was the top commander, with a variety of capable lower-ranking officers in positions of influence during the battle. On the Confederate side, General Robert E. Lee was the top commander. Several of his corps commanders should also be mentioned, as they had important (and generally negative, as the results would show) influence on the battle: Lt. General James Longstreet and Lt. General Richard S. Ewell.
