New york used a Sheriff system prior to becomming a police department. The first city to adopt a formal police department was London, after which New York followed suite a little while later. The entire Sheriff system of New York changed to a Police Department so it would be impossible to name one person as the first, when in reality many people who used to work as either a Sheriff or Deputy instantly became police officers unified under a central command. The most important difference between the two systems is how they were organized.
