The Soviet Union; to flaunt their power, and the fact that they were two generations ahead of the U.S. technologically, they constantly broke into the Pentagon and wrecked those computer systems with extremely damaging viruses. The message the Russians were sending out was "we are more powerful than you, we can mop the floor with you any time we feel like it." If they possessed computer technology, that could so easily break into the U.S. military, then, their weapons systems were in fact far more advanced than the Intel the CIA was giving them. Read about that a while back; in the 1980's, the truth is the U.S. military was in a panic because Moscow was toying with them, via cyber crime. Anti virus and firewall technology as you know, was developed by the U.S. military to protect the Pentagon from Soviet attacks. A Pentium 300 computer, is simply not equiped to defend itself against a computer, from, say, now. Hacking boils down to code, and the more monstrous the machine, the more it can kick around "little computers." That is why therefore in a way, the first cyber bullies were Russian.

Almost certainly one of our pre-human ancestors. For example our closest animal relatives the chimps often exhibit behaviour that could be called bullying.
