George was President under the grandfather clause and was NOT a "natural born" American citizen. There were no "natural born" American citizen Presidents UNTIL both parents were American citizens AND the person who became President was born under American sovereignty of those American parents.
Article II of the Constitution was taken directly from Vattel' "Law of Nations". It clearly indicates that to be a "natural born" citizen your parents (PLURL) HAD to be citizens when you were born.
The only time that citizenship comes into play in America is ONLY with the offices of President and Vice President of the United States. It is a stricter qualification of citizenship.
