There are three possible answers.

Abraham.

However, as prophets are usually understood, the first prophet who guided the Israelite people was Moses. And the first to begin a permanent chain of generations of disciples was Samuel.

(Abraham lived before there was any Israelite nation; and between Moses and Samuel, prophecy was relatively rare).
