During the height of prohibition and the never-ending competition between gangster rivals Al "Scarface" Capone and George "Bugs" Moran, bloody warfare was nothing new to the authorities of Chicago. Nobody could think someone from some other state could be involved. Al was never charged or proven mainly because he was not there. There is another theory nobody was afraid to talk about at that time. The theory holds that Enoch Lewis "Nucky" Johnson from New Jersey was involved in the planning of the massacre.
