In addition, the General Secretary was usually also Chairman of the Council of Minsters of the USSR. The USSR did have a Premier (Prime Minister) and a Head of State, but they were subordinate to the Party leadership. Apart from Lenin who was Premier, the real leader was the General Secretary of the Communist Party. Originally this had been the party's administrator, but Stalin used the powerful position in order to take charge. In 1989, Gorbachev had the new post of the President of the USSR created; he held it until the dissolution of the USSR in 1991.
