Joe Clark was the Prime Minister of Canada in the beginning of 1980. He had been the 16th Prime Minister of Canada since 1979 June 4, leading a minority government. The government was defeated over a budget vote, and he resigned as Prime Minister on March 3.

Pierre Elliott Trudeau again became the Prime Minister of Canada on March 3, and served for the rest of the year and until 1984 June 30. Trudeau had also become the 15th Prime Minister of Canada before Clark, serving from 1968 April 20 until 1979 June 4.
