No one - the office was vacant.

Due to the death of President Franklin D. Roosevelt in April 1945, Vice President Harry Truman (elected in 1944), had become President. The Vice Presidency remained vacant till January 1945, when Alben Barkley (elected in 1948) took office.

The XXVth Amendment, providing for the replacement of the Vice President, was not enacted until 1967.

In 1948 there was no vice president. Franklin D. Roosevelt died in 1945, his successor was his vice president. Because of that, his successor, Harry S. Truman had no vice president from 1945-1949. Alban Barkley was Truman's veep when he served a full term from 1949-1953.
