The Navy SEALs, officially known as the United States Navy's Sea, Air, and Land Teams, were a special operations force deployed during the Vietnam War. Their purpose was to conduct unconventional warfare, counterinsurgency, and direct action missions against enemy forces. They primarily operated in the waterways and jungles of Vietnam, carrying out special reconnaissance, sabotage, and rescue operations.

The Navy SEALs evolved out of BUDs, Basic Underwater Demolition teams. These were based on early volunteers that would swim into beach areas and survey them for landings. They were taught how to destroy barricades on the beaches.
Before, then U.S. Navy Seals, were who they are, they were classified UDT - or - Underwater Demolition Team. I don't know when they officially became Seals. JFK authorized the formation of the SEALS.

BUDS stands for Basic Underwater Demolition School. The original purpose of the organization that evolved into the Navy SEALs was to destroy items that prevented the navy from landing troops. Making it through the physically intensive course is the first step in becoming a SEAL.
