Very Difficult to answer. It was the German Military and the civil service which started the initial resistance against the Nazis. I would say that Army Chief had the powers and so he had to be the leader. The leader would have been in following order: 1. Gen. Brauchistsch - C I C of the Army 2. Gen. Halder - Chief of Gen. Staff 3. Gen Ludwig Beck - Inspirator 4. Civilians like Goerdeler. In short the Germans dint have a single leader admist themselves.
