Yes, Hitler was entirely responsible for WWII. if it were not for him, the NSDAP [ commonly known as the nazi party] would have never risen to power, Germany would never have violated the treaty of varsailles, and Germany would have never have became a facist nation, or have annexed austria, or invaded Poland. however many Germans thought the treaty of varsailles was unfair, so there was a chance the top would have popped anyway, but the chances of WWII's occurence, as well as the holocaust, would go down if he never existed.
The Treaty of Versailles led to World War II (1939-45) because German leaders and citizens thought the treaty's terms were too harsh. The German government was forced to sign the treaty at the Paris Peace Conference (1919-1920) under threat of more fighting from the Allies.
